Based on how reliably you can make a meaningful, individual impact on the result of ranked games (specifically when you aren't in a 5 stack).

S: Overpowered pokemon - hard NOT to get value out of. I expect everyone in this tier to be nerfed in some way.
A: Solid pokemon - never a bad choice assuming you have a relatively balanced team comp. Players skilled on these mons will get great value.
B: Viable pokemon - either more reliant on teamwork or strategically more niche than higher tiered choices.
C: "Fair" pokemon - not innately terrible but too reliant on their team to make a consistent impact.

If I could, I'd add a B+ tier between A and B, in which I'd probably put everyone from Eldegoss to Machamp, maybe even Mime and Crustle too. These pokemon either require more mastery to get that consistent A tier value, or have powerful synergies or strategies in the current meta that keep them out of B tier. I'd also make a tentative D tier for any pokemon that are so underwhelming it's simply frustrating to have them on your team, but I don't believe any pokemon is currently that low in power. Assuming the player is skilled at their pokemon and knows their win conditions, all choices, save maybe for C tier, should be able to climb ranks.
