Based heavily on their mobility and types of attacks, I've gathered together what I believe to be the best for a fast playstyle. Although I'm not the most experienced with MOBAs, I generally like to play quickly. Many of the top-tiers have quick attacks that can also increase movement and attack speed.

S-Tier
Talonflame is at the top for its crazy mobility, fast attacks, and passive which increases its movement speed alone. Zeraora is another high-mobility Pokémon with fast attacks, much of which involve dashing. These two are both Speedsters so it makes sense as to why they're built for speed.

For a middle-ground, you could go for Absol or Lucario. Absol has great upgrades to a few moves that can increase attack and movement speed and Lucario has increased movement speed when at half HP as its passive. However, Lucario's Unite move is a bit slower at start, and charging up its Power-Up Punch can take some time.

Machamp is really strong for how fast it is. It has some pretty quick attacks and Bulk Up, Dynamic Punch, Submission, and its unite Barrage Blow all increase either movement speed, attack speed, or both.

A-Tier
Gengar gains increased movement speed out-of-combat as its passive, so it's great for getting around. It just may not feel as quick in combat because of its many ranged attacks. Cinderace moves quickly and has some pretty fast attacks. Its Feint and Unite move also increases movement speed.

Garchomp is not as fast-moving but has some good dashes. Plus, its Sand Attack will increase attack and movement speed. Crustle is a bit slower in the Jungle but it's a tank so it's not really supposed to be. Quite a bit of its attacks are quick and Shell Smash is a must when you really want to increase movement speed.

B-Tier
Charizard has some pretty quick ranged attacks and using Flame Burst can help to increase movement speed when in combat. Wigglytuff isn't too bad for moving around slapping up your opponents. Snorlax doesn't have the fastest moves but is good at retreating with increased speed while moving towards berries.

C-Tier
Slowbro is true to its name. If you like playing quickly and making fast attacks it is not for you. Mr. Mime's mobility is also terrible and its attacks are not the greatest for speed.
