Slows the Movement Speed and basic attack speed of nearby opponents.

This build helps to relocate wild or the opposing strongest Pokemon while staying healthy and getting off hinderaces from frozen. This allows precious seconds for your team to take last hits.
Slow smoke or eject button is the optimal item.
If having a hard time grabbing with ice fang try to to high horse first.

This build was created in the game version of 1.3.1.2. It may contain inaccuracies in the data that is used compared to the current version of 1.12.1.5.
