You want to play this build in a lane, your lane partner doesn't matter much.

Shell bell: Heals make early fights in lane much easier, and special attack is nice.
Wise glasses: The 7% special attack increase scales with levels faster than the specs will increase with goals.
Muscle Band: Venusaur's empowered autos hit like a truck early game, the increased attack speed lets you farm fast early and do better in sustained lane fights.
Early game the plan is to clear the aipoms/audinos quickly and then position yourself for a skirmish around the enemy's objectives. As long as you keep your positioning good you will win, especially if your lane partner is a high damage tank like Snorlax or Wigglytuff.
At level 5 sludge bomb's slow is your only cc outside of your unite move. It's very good for clearing vespiquen, and the sp def drop + slow goes great with solar beam and lets other special attackers do more damage.
At level 7 you should be at least one level ahead of your oponents. Solar beam is a big nuke with ridiculous range, hence the build name. This is the point where you transition away from mid range combat with auto attacks and focus more on keeping your distance to hit ability combos. Hitting sludge bomb + solar beam on a squishy target like Cinderace does over half their HP if you have a level advantage or early goals.
At level 9 you get your unite move. This is a huge AOE nuke with insane range that slows enemies. Verdant Anger + Solar beam during zapdos fights will often net you zapdos and 2-3 kills.
