X speed can be swapped with anything. I like it for the kiting power that you get from it and aurora veil.
Buddy Barrier is the best item in the game and should be taken on every pokemon.
Shell Bell gives you a little bit of healing, as well as damage and CDR
Wise Glasses are all-around amazing on Ninetales because all attacks (excluding non-boosted basic attacks) deal special attack damage.
Since you want to go top lane with this build, recall 20 seconds before every drednaw spawn
Works Well With
Crustle's X-scissor allows Ninetales to keep slowing and freezing enemies. Crustle's Rock Tomb also works well with Ninetales' Blizzard
Freeze or stun = guaranteed power up punch
Snorlax is a great front liner and his block keeps enemies within freezing distance
