FIRST PICK


Tackle is the only viable choice for the first pick in my opinion because it deals more direct damage than Bubble and is also easier to hit and farm Jungle with, it also stuns, so it gives more time to auto-attack or other things like that.
( You can also goal with it if you don't have many Aeos Balls, by stunning the camping ennemy )


FIRST UPGRADE


Whirlpool is unique to this pokemon because instead of the Area of Denial of Zeraora, it Heal on Hit and does greater damage, BUT it has a less viable zone of damage and his upgrade don't do much to help the case. ( If you wonder why I'm choosing Whirlpool instead of Aqua Tail, It's because it's not the kind of gameplay that would fit Azumarill because of his lack of critical damage and instead of doing that, playing with absol is just a better option than playing Azumarill Crit. )


SECOND UPGRADE


Water Pulse is just fitting just right in this case, because of a lack of damage from Play Rough, Water Pulse is the best option, no questions asked, with a ton more damage than the other move, and a Slow that goes with it, a great cooldown and a dash in ANY direction that you want, it's just better to use that, really, and if you're not convinced, it bounces on up to 3 opponents while dealing the same amount of damage AOE. ( Hope I convinced you xD )


UNITE MOVE


Belly Bash is a great Unite Move in general, you lock soemone up with it and then dash on him, dealing a good quantity of damage, after bashing on what you targeted, you get a shield ( IF IT WASN'T ENOUGH because of the Buddy Barrier ) But warning, if your ennemy has a way to become untargetable, you will lose your Unite Move for nothing, so keep that in mind.


ITEMS


The Rocky Helmet is going along great with the move Whirlpool + Weakness Policy, talking about Weakness Policy, don't engage if the opponent don't hit you, if they just poke, don't engage too, It's too dangerous, you can engage depending of where they are, too close or too far from you, the more they try to kill you the more Weakness Policy will be effective substantially, and the last item is the Focus Band, well everyone knows it, It's just a banger, you can bulk more, stay more in battle anyway, the basics of Focus Band, BUT greater because of the Rocky Helmet and the Weakness Policy.

( Potion, Goal-Getter, Full Heal and Fluffy Tail also viable, but the build invalidates any other item, because you want others to engage you, not yourself )

Works Well With

Alolan Ninetales

With good slows and stuns, Ninetales will be able to make your opponents stay in your Whirlpool for several seconds.
