Blissey's slapping skills are comparable to that of Wigglytuff. Maximise slapping damage with Helping Hand + Razor Claw. Safeguard is chosen to replaces Score Shield, plus you can give a shiekd to oen of your allies. You can solo top lane if you feel it but this set can still act as a support.
This build was created in the game version of 1.2.1.9. It may contain inaccuracies in the data that is used compared to the current version of 1.12.1.5.
