Pikachu may be best known for its insanely high damage output, but we've had much more success using its stun moves. The combination of crowd control and constant DPS is really over-powered.
Start with Electroweb and grab a few levels in the jungle. Then, pair yourself with a damage dealer in one of the lanes. Aggressively put yourself forward in lane to draw out your opponents, and stun them repeatedly once they're overextended so that your moves and basic attacks can take them down. Your lane partner should focus on dealing as much damage as possible before the opponent escapes.
By the time you get Thunderbolt, you can take a partner with you all around the map and start hunting down under-leveled opponents. Manually cast Thunderbolt to catch them, then run in with your stuns and basic attacks to finish the job.
Do not chase opponents into an ambush. Your are at your most dangerous when "kiting" your opponent and staying alive while you do constant damage. Drink your Potion to stay healthy during a fight, and ping your team mates every time you find yourself 1v1 with an opponent so they know to come help you clean up.
Works Well With
Freeze attacks and high damage double-down on this strategy.
Keeps Pikachu healed and sped up. Or, slow opponents for escape or gap closing.
