One of my main builds when playing Lucario
Build Path
Meteor MashFirst Pick
Damage. Displacement.
Power-Up Punch
Damage. While charging: Defense up. Fully charged: Assassinate. Then: Attack boost (on-hit). (+)Spellproof while charging.
Close Combat
Damage. Displacement.
Aura CannonUNITE
Damage. Power-Up Punch damage up.
Focus Band
When HP is low, gradually recovers HP.
Aeos Cookie
Permanently increases Max HP upon scoring a goal.
Weakness Policy
Increases Attack based on damage received.
Goal-Getter
Temporarily makes you score goals faster.

Guide
So this is my guide for tank Lucario. I am Dreadhelium and I main this build for lucario. One of the main issues I feel for lucario is just the small amount of health it has. So I attempted to fix that through this build.
Moveset
PuP- Gives you damage resistance making it harder for the enemy pokemon to kill you.
Close Combat- Provides you with strong cc and burst damage, you can use bone rush for a easier escape, you just won't have the damage you need.
Items
Focus band- A huge necessity for this build, it allows you to stay in fights longer and plus the bonus special defense and defense stats.
Weakness policy- Needed to synergise with focus band the more damage you tank the higher your attack will be, plus the bonus health is nice too.
Aeos cookie/Buddy barrier- Either of these items could be used and both are pretty useful for the bonus Hp. Aeos scales more into late game, and Buddy is better when fighting in teamfights. It all depends on team composition.
Laning
Early game is simple you want to catch enemy pokemon that are badly positioned,and dunk goals as often as possible to get the aeos cookies benefits. Also remember to farm and get points to dunk just so you don't fall behind.
Mid Game
Stay with your supporter or bot lane attacker to keep then safe, you provide the cc and defensive measures as well as the damage they need to assist you in large group fights. If the enemy team all decides to jump you at once you have 5 seconds longer to live or wait for teammates than what a normal lucario build provides in terms of survivability.
Late Game
Remember to get a few dunks in before Zapdos to pressure the enemies to stop you. When zapdos spawns you need to be there, hide in the bushes near zapdos spawn so you can use close combat on the enemy pokemon to weaken them and push them back a bit.
So that is my tank lucario build, it is a bit different, and you may not have as much damage, but you will make up that lost damage with just being a little tankier. I will attempt to post a video link for this build in a few weeks after I am done editing it.
Works Well With
Slowbro provides a decent bit of cc allowing you to pull other pokemon towards you, use the slowbro cc to your advantage.
Just like slowbro, crams cc is strong and useful.
Provides the high damage and cc you need to catch opponents and end them quickly.
This build was created in the game version of 1.4.1.2. It may contain inaccuracies in the data that is used compared to the current version of 1.12.1.5.
