Surf has incredible long range and it's super wide allowing you to hit enemies fairly easy with it. Combined with Hydro Pump you can push the enemies towards your teammates or keep them away from your scoring area. The jump at the end of the Surf can also get you straight into the action or to safety.
You either rush next to the enemy with surf and throw them back at your team with Hydro Pump or constantly keep the enemy away while remaining at a safe distance. Blastoise with this build is kinda like bulkier version of Cramorant with Hurricane and Surf.
