This Lucario build is for fun. If you can't build a significant enough lead, take Power-Up Punch instead.
The X-Attack gives early damage, allowing you to put pressure on the opponents despite lacking Power-Up Punch's raw damage. Post-level 11, it's main use would be to boost your ultimate damage. If you want to be even more slippery, you can forego this for an Eject Button. However, given the amount of mobility this build already carries, this decision may prove unnecessary.
Muscle Band speaks for itself. The Score Shield can be used to score some small, quick goals to help with Unite Charge and mid-fight healing. Early game, it will also be instrumental in helping you stack your Attack Weight, granting you up to 72 Attack(assuming the max of 6 Stacks at item level 20+)
When you take Extreme Speed, all Wild Pokemon and enemies are marked with a blue circle under their feet. Dashing into them with Extreme Speed will consume the mark and cut the cooldown to 1 second. From there, the mark will re-appear on that specific target after a few seconds. Make sure you're always hitting a marked target to continuously reset Extreme Speed. At level 11, Extreme Speed also provides an attack buff, making you hit harder every time you dash into someone.
Bone Rush may seem redundant when you have several dashes already, but we take it partially because Close Combat is still a bad move on Lucario. It's reset mechanic at level 13 also applies to Extreme Speed as well, letting you reset the skill for escapes or if you don't manage to hit a marked target.
This setup works to make Lucario a harder target to face. Between the sheer mobility and surprising power we get, Lucario can singlehandedly stall out, if not outright beat less-prepared teams. Small goals and Steadfast will serve to help you stall for cooldowns and stay in the fight longer.
The big weaknesses of this build both are tied to losing Power-Up Punch. Not having it lowers your burst damage, and makes it harder to steal objectives such as Drednaw. It also effectively removes a function from your Unite move, making it a pure ball of damage.
