This build allows for aggressive play while being a balanced attacker with your top lane defender.
Thunder Shock first. Then Electroball and Thunderbolt. Electroball is a gimme as it's a Sure Hit move and will secure knock outs. Thunderbolt is almost always better than Volt Tackle as Thunderbolts damage output and decreased cooldown will fit most if not all team compositions and allow for that aggressive play.
As tempting as it is to go all Special Attack items the inclusion of Assault Vest allows the very squishy Pikachu to survive and stay in the game.
Eject Button is best, but X-Attack if you trust in your defender.
