Cramorant can be played in any lane, but I prefer him in the jungle due to its insane clear speed with whirlpool and air-slash. His clear speed gets nerfed just a little bit when he upgrades to Surf, but that's okay. Surf is an insane ganking ability when used in fog; has a very high ceiling considering that it's an AoE slow and knock up with a very generous hitbox. Air Slash provides some form of mobility and later on sustainability.
Another reason why jungling with Cramorant is preferred is because you want to be attacking something at all times in order to charge up your Unite Move which is insanely strong whether it's to defend an objective or to attack one. Jungler's tend to be ahead of the curve in terms of level and Cramorant's skill upgrades are both very good, making him a great pick throughout all stages of the game. Once you get Air Slash+, you can use it at point blank range on any wild Pokemon to instantly restore a huge chunk of your maximum HP. You will almost never have to recall, giving you more time on the map.
