So to understand the build you need to understand how everything interacts with each other. Lets talk about the abilities first. I will talk about why I choose the moves I did, and information about the moves.

I prefer Icy Wind over Icicle Spear for mobility. Yes of course Icicle Spear is a much better move in every aspect. Better Damage, Better Synergy. But Icy Wind has better mobility, which what makes Icy Wind more appealing.

Icy Wind is indeed the worse between Icicle Spear and Icy Wind. However it does provide better mobility and utility. As we all probably know, Icy Wind does not deplete icicles like Icicle Spear, which makes managing your Icicles a lot easier, but it also very similar to Mystical Fire Sylveon, as in it being a dash. It changes it's basic attack to be a shotgun. If you hit a target with more than 4 icicles, it will apply the slow effect for 1s. This is can be good for peeling, or just killing them. Icy Wind+ will apply 1.5% of the target's remaining hp as addition damage for each icicle that hits. So in total you could get 16 instances of damage from one Icy Wind. This can 2hko most squishy targets.

Since I choose Icy Wind, It makes more sense to use Freeze-Dry. Since Icy Wind does not deplete icicles, it makes Ice Shard to have a very weak purpose in the kit. This means that it's only real purpose is just to change basic attack to boosted attack. That is about it. So instead of that, why not use a range attack, which will have more purpose.

Freeze Dry is a range attack, that will gain 2 icicles for each enemy hit. It's damage is decent. Its not the best, but it isn't the worse. Freeze-Dry will leave an aoe that will have a delay freeze, which isn't important, since that hardly works. It does slow targets down if they get hit by the explosion, or are in the latter aoe.

Items are all damage, with shell providing heals, and cdr. Nothing really special.

Battle Item is X Speed, but if you want something else, then Eject Button, or even Full Heal will be good. X Speed is just to negate the slow effect, or to catch up with targets.

Some Combos:
If you have no icicles then do this
Icy Wind -> Freeze Dry -> Icy Wind Basic Attack
Funny thing is that you can get 4 icicles just by activating icy wind first, then using Freeze Dry. As long you don't use your Icy Wind Upgrade Basic Attack before your Freeze Dry, it will work.

8 Icicles Death
Icy Wind(8 Icicles) -> Icy Wind Basic Attack -> Freeze Dry
Icy Wind With 8 Icicles will deal a lot of damage.

The Prefect Stage For Me
Icy Wind(4+ Icicles) -> Glacial Stage -> Freeze-Dry -> Icy Wind Basic Attack
Don't use your Icy Wind Basic Attack till after your Unite Move. The main reason is to abuse your 6s increase to your stats for being an Attacker that used your unite move. It also will give you icicles if you are not at max yet. You can icy wind basic attack before your Freeze Dry, but what matters is that you killed someone.
