Guide
Starting off with Water Gun, head up to the top lane, taking out the pair of Aipom from below or above with a charged Water Gun or two (charged to hit both Aipom in one blast), since they give good exp to evolve sooner. Take out the Corphish near the middle, too. This should let you be very close to evolving and learning Scald very early in the match.
Once you get Scald, fight as much as you can while the opponents are still weaker than you, so you can hopefully learn Amnesia before they all evolve and ruin your 'bro's day.
Now for the strategy of using this. While fighting the opposition, continue to use Amnesia as often as you can to continue to tank hits while also boosting the next Scald. Potion when needed.
The Wise Glasses and Specs boost Sp. Atk for more power while the Shell Bell provides a bit more bulk to survive longer when your opponents are teaming up on you.
I'd recommend using this build as a distraction to the opponents, keeping them busy with trying to take out your absolute unit, while your teammates are scoring elsewhere. Slowbeam can be useful for holding a foe in place if they try to run away to protect their goal.
TL;DR: Evolve early; alternate between Scald and Amnesia in battle, with Potions used as needed to stay alive; absorb loads of damage from enemy team; distract opponents from scorers.
