Lucario's ridiculously OP, here's how to take advantage of it.

As someone who's played a lot of Lucario in competitive 5v5 play, I genuinly do not understand how this character has dodged every single nerf that's come his way given his insane power level. He's probably going to be severely toned down eventually, but he's an amazing main right now.
Lucario can go into any lane and be fine, but top lane is definitely optimal. Why? It's smaller and has easy-to-kill Aipoms, letting you easily stack your Attack Weight. This is going to be your primary goal for the earlygame. Lucario's moves take a very large % of his Atk and deal that as damage, so you'll want all you can get.
The first thing you should realize is that the lane lives and dies at your whim. Even if you misplay horribly your passive and Focus Band means that it's pretty much impossible to die unless you put down the controller. There is very, very little that can stop a Lucario from scoring a goal then oneshotting an Aipom and then scoring again to stack his Weight.
Once you hit level 5, you get the choice between two ridiculously overtuned moves. Take the one you like better, as debating which one is superior is like Goku vs Superman where you can argue for either side endlessly. I personally prefer PuP due to the amazing CC chains and the objective secure, but ESpeed has a lot of great qualities of it's own.
"surely he starts to fall off at level 7" WRONG. Lucario is an amazing earlygame character that gets even more amazing as the game goes on, thanks to the incredible QA team at TiMi Studios. Bone Rush is a damaging stun that throws a bone you can teleport to. Additionally, it resets the cooldown of your PuP or refreshes the blue circles of ESpeed on whoever it hits. (Fun trick: When being chased, Bone Rush your pursuers and keep running the other way, then just as it's about to expire, teleport to your bone to shake them off.)
Your upgrades are nuts, too. PuP becomes Unstoppable on demand, ESpeed gives you more of that valuable Attack and Bone Rush starts to reset the cooldown of your other move. This is where those "amazing CC chains" come in, as you can PuP > Bone Rush > PuP > Bone Rush 2 > PuP someone to cripple them for life.

OTHER ITEM OPTIONS:
Focus Band -> Muscle Band: If you're good at not dying in lane (you are a Lucario after all lol), this can help out a lot with Lucario's farming.
Focus Band -> Razor Claw: Lets you do more damage with the free attack after every PuP/ESpeed. Highly recommended for ESpeed in particular.
Eject Button -> Full Heal: If you're using ESpeed, you generally don't need more mobility, so you just run Full Heal instead.
