Mamoswine can do pretty much with his CC kit that allows him to push through enemis without remorse.
While his basic attack is pretty annoying when triggered on every third auto (which freezes the enemy), he can surprass expectations by giving his team a fully completed kit based on crowd control.
He's a very tanky unity too, so, while enemies are focusing on dealing damage to you, your DPS gets a free opportunity to deal damage while there's an opening granted by Mamoswine potential.
Through teamfights, your ultimate can surprass enemies during a pretty amount of time, so it's useful when it comes to game changing opportunities .
Ice Shard is good for early game itemization, so it should help you a lot with the clearing/farming. It also deals a good amount of damage.
Ice Fang can be so annoying, not only because it makes the enemy struggles to move, but because it changes the enemies position, which can be very helpful to support your allies to focus into an specific target.
Earthquake gives AOE slow and it makes mamoswine land into a specific location, which is helpful to engage and make enemies gather near him.
About the items: You can also switch Float Stone into some tanky item like Rocky Helmet, which will grant you some kind of "thornmail", reflecting a portion of the incoming damage while enemies are focusing to attack you.
Float Stone is useful because it provides more speed to achieve successful ganks. If your playstyle doesn't match with the incoming item from the build, you can also change it into something more valid like Assault Vest (if you're planning to go full tanking). It will always depend on what are you going to do,
Works Well With
Mamoswine will keep Ninetales alive while giving her CC support through a possible pressure of the enemy team. That should allow Ninetales to deal more damage while Mamoswine is taking the front.
A good synergy based on sustain during lane plus gaining time for your team during teamfights with shields and more damage.
