Your goal as Wiggly should be to put multiple opponents to sleep in team fights, giving your attackers the edge when it comes to damage. Past this, Wigglytuff does incredibly well with distracting opponents while your teammates take an objective.
Many people run Double Slap, but Dazzling Gleam functions better with Shell Bell and does more reliable damage to opponents. Double Slap functions on a scale of 3-6 hits whereas Dazzling Gleam deals less damage than the stronger hits of Double Slap, but has a shorter animation and higher rate of success for taking out opponents.
