Rocky Helmet and Assault Vest allow Slowbro to withstand and punish a lot of attacks whilst Shell Bell helps with recovery. Potion is good to provide more longevity without needing to deal damage or relocate.
Surf provides stun that can help attackers that follow. This stun also works well with Slowbeam because it creates an environment where the targeted opponent(s) are unable to move.
