Guide

Wiggs is a Pokemon that is amazing at supporting a lane and dealing good damage early while having a multi target disable at level 4 you can use for both initiating and escaping fights. So this build aims to help Wiggs survive long enough to get some sleeps and slaps off.
A key part of Wigglytuff play is learning how to pound -> sing-> pound during a chase to get early game kills, and how to use sleep and cute charm while escaping to save friends and initiate fights. Early game the enemy should fear hearing your voice.

Ability: Cute Charm
This causes attacking pokemon to towards you against their free will which can help lock down a pokemon early game and take heat off your other members during a fight.

3rd Auto Attack:
This is another BIG SMACK of a 3rd hit. It stuns the opponent for a really short duration but can be nice for interrupting stuff or chasing.

Pound:
I pick pound first to help clear things early and harass. Combined with sleep and another pokemon keeping the opponent still and you can get a few of these off. Combined with 3rd Hit and you can deal a lot of damage really quickly early. This move does keep you still during use so be careful with positioning so you don't get caught out.
Sing:
One of the best control mechanisms in the game. Wiggs will slow the opponent and then when the musical notes fill above their head put them to sleep and lower defense. Combined with Pound early you can deal an absolutely destroy multiple pokemon if they are bunched up together.

Double Slap:
Not much to say here, it a better pound! Use it to slow down a pokemon during a chase and to deal buttloads of damage in a short time. Still share the same problem

Unite Move: Starlight Recital
This move makes wiggly into a walking full heal and buddy barrier combined and can keep you and your team from being CCed during a team fight.

Item Choices
Assault Vest:
Lets you stay alive long enough to preform Starlight and get sleep off. The additional health also doesn't hurt.

Focus Band:
Wigglytuff will be taking hits and the longer you get to stay in battle putting people to sleep and being cute the better.

Wise Glasses:
I used to run buddy barrier, but I have found that wise glasses helped secure kills earlier using pound and double slap. the shield from the barrier also doesn't seem to stack with your unite move so that effect is a bit of a waste. If you want more HP you can try running Rocky Helm in this slot as it synergizes with your passive a little.

Eject Button:
What else is there to say here. Being able to use it to attack, chase, and escape is too good of an item! You could try out Slow Smoke to help with saving/sleeping people or to get the double slap in for more slow but that's just theory.

Works Well With

Snorlax

Snorlax can stun. Stun leads to being able to get a sleep off. Good things happen when that happens!
Snorlax also has access to yawn and it's pretty degenerate to stack sleep.

Alolan Ninetales

Ninetails is another pokemon I think most people find success with. Honestly you can lane with anyone. But having the ability to slow and apply a status effect helps wiggly tuff a lot.

Anyone that can keep people unable to act while Absol goes to town with BIG CRITS is a fun partner.
