Like Ash's Pikachu, you do not have to let your pokemon always evolve to be strong.
Progression guide:
Lv 1-5: farm wild pokemon in the jungle to get your very strong moves quickly.
Lv 6-9: Once done farming, help the teammates that struggle against the enemies the most defeat the enemies, and also help secure bosses.
Lv 10+: Get reallly aggresive and knock enemies out quickly. during the rayquaza fight, attract enemies to your goal zone while allies get rayquaza and secure the win. Have fun playing
